Phil Fearon became involved in Licensing regulation for the municipal government of Edmonton in 1996. In his role as the Chief Licensing Officer for the city, he is involved in creating and administering municipal legislation governing all forms of business licenses, including vehicles for hire. One component of this work entails making administrative decisions regarding the suspension, revocation or cancellation of licenses. To aid in this task Phil has taken a number of 'administrative justice' courses which have expanded his ability to accurately analyze detail, weigh various forms of evidence and make sound decisions based on fact. In his spare time, Phil enjoys the company of friends and relatives by participating in motorcycle touring.

The Edmonton Taxi Cab Commission was established as a Board of City Council in 1951. This Commission is comprised of 7 members appointed by City Council for one year terms of office. The maximum number of consecutive terms is 6 years. The Commission is charged with the regulation of the "vehicles for hire" industry, including business practices, driver and vehicle regulation. Edmonton is the northernmost metropolitan Canadian city and is the direct gateway to the north-western natural resource bases in both Canada and the United States (Alaska). Twenty three smaller towns and villages surround Edmonton to incorporate "the Capital Region", with a population in excess of 1 million people. Edmonton is the only municipal jurisdiction in the Capital Region to have 'vehicle for hire' regulation. There are 1,220 taxi licenses in the closed entry system that was created in 1995. Presently there is no restriction for the number of executive sedans or limousines.
